ONGOING ACTION TO SUPPORT THE UN DRAFT DECLARATION ON THE RIGHTS OF INDIGENOUS PEOPLE

Many of you have responded wishing directives on further action. We have been thinking along with some members of our list on the best manner to approach this last phase in order to make an effective effort. We are only a few thousand in our network, please be sure to take the time to communicate something to the addresses below.

There will be a discussion in the committee this week so your timely response to the missions and states will potentially stimulate their discussion. The General Assembly is in session, and in that, the 3rd Committee (which is the venue of Human Rights) will be convened. Also, you should make sure that your government does know that there has been a world watch witnessing these activities. Your letters might speak to these points:

* That you request that the 3rd Committee take up the initiative through discussion to uphold its already existing instruments in relation to the draft Declaration.

* That you alert them to the fact that the other forum (IWG) which has just ended made effort to nullify these Rights within this new draft declaration as they apply to Indigenous Peoples, and that you are appalled by these actions and will not accept them. World public opinion is a matter of concern to the United Nations and that point should also be made.

NOTE: Our uses of tools the internet technology provides has actually shifted world public opinion dynamics. I believe states are realising this and must adjust to this new dynamic whose shift is found in timing. We are current now with their activities, this is historic, and we have a means to let them know, so we should.

To Whom It Does Concern:

We wish to inform you that we are extremely disturbed by the recent outcome and reports we have witnessed during the UN Commission on Human Rights Open-Ended Inter-Sessional Working Group's meeting, October 27-November 7 1997, on the UN draft Declaration on the Rights of Indigenous Peoples. We do not accept the position that Indigenous Peoples rights, which they wish to reaffirm through this draft, should now be subjected to redefinitions to suit the personal internal agendas of some colonial states.

We ask that the Third Committee be made aware of the world watch taking place over these standard setting activities in regards to the rights of indigenous peoples and that we reject any decisions to dimish or redefine the rights clearly expressed within the United Nations Declaration on the Rights of Indigenous Peoples, UN Commission on Human Rights, 11th session. Annex 1, Doc.E/CN.4/Sub. of 1993 and Res 1995/45, UN Sub-Commission on Prevention of Discrimination and Protection of Minorities UN Doc, E/Cn.4/1995/2, as they are nothing more than a reaffirmation of the rights already afforded them under International Law.

We want this draft Declaration adopted without amendment. We request the acceptance of these rights in totality without manipulation. We demand that the Human Rights of Indigenous Peoples be reaffirmed and upheld in equality and in harmony with all other Human Rights.

Please accept our communication to you as an encouragement to continue in your effort to correct these injustices being imposed by certain states upon Indigenous Peoples and uphold the good principles already set forth by your body. We hope for a statement from your body to this effect in good faith towards Indigenous Peoples.
